PSBS Biak has signed numerous new players, featuring a group of foreign players from Argentina. PSBS Biak holds the status of a promoted team in BRI Liga 1 2024/2025. The Pacific Storm was promoted after winning Liga 1 in the 2023/2024 season, defeating Semen Padang in the final. PSBS Biak has assembled the best talents from Papua to compete in BRI Liga 1 2024/2025. Jem Kelly Sroyer has been brought in from Persik Kediri. Todd Ferre, Donny Monim, and Yohanes Kandaimu have also been brought back. Among the foreign players, Julian Velazquez, Gabriel Esparza, and Abel Arganaraz will make their debut in Indonesia. All three are from Argentina, the same country as coach Juan Esnaider. PSBS Biak has also revamped their coaching staff. Regi Aditya, who led the Pacific Storm to promotion, cannot continue with the team due to licensing issues. His position is taken over by Juan Esnaider. As a player, Esnaider had a distinguished career. He has played for Juventus and Real Madrid. Additionally, the Argentine also played for Atletico Madrid, Real Zaragoza, and River Plate. Esnaider will be supported by Robertino Pugliara, who has extensive knowledge of Indonesian and Papuan football. The former Persipura player can serve as a translator and cultural bridge for Esnaider and PSBS Biak.
The use of VAR (Video Assistant Referee) is not new to BRI Liga 1 or Indonesian football in general. VAR was introduced during the Championship Series of the 2023/2024 season. However, for the 2024/2025 season, VAR will be used in all BRI Liga 1 matches. To maintain the VAR equipment at stadiums, there is a regulation imposing a fine of IDR 100 million for any damage caused by players or officials. Additionally, the home club is responsible for the security of the VAR equipment, with a penalty of IDR 500 million for any violations.

Jaimerson Xavier will not join Bhayangkara FC in Liga 2. The former defender of Persija Jakarta and Persis Solo has signed with PSBS Biak, a promoted club for BRI Liga 1 2024/2025. Jaime had participated in pre-season with Bhayangkara FC, and even scored in a friendly match against PSIS Semarang. However, he chose to represent PSBS for the upcoming season. The 34-year-old has signed a short-term contract for the upcoming season. "Everything is finalized, and he will be joining the team shortly," said Yan Permenas Mandenas, President of PSBS, in a release. Jaime has already joined PSBS in Biak and is expected to be ready to play against PSM Makassar on August 16, 2024, at Stadion Kapten I Wayan Dipta, Gianyar. "We want to strengthen our defense, and hopefully, Jaime will complete and bolster our backline," added Yan Mandenas. Jaime becomes the eighth foreign player at PSBS following Alexsandro from Brazil, Abel Arganaraz from Argentina, Gabriel Esparza from Argentina, Williams Lugo from Colombia, Takuya Matsunaga from Japan, Jonata Machado from Brazil, and Julian Velazquez from Argentina. Jaime made his Liga 1 debut in 2018. In his first season, the veteran from Brazil and Portugal leagues led Macan Kemayoran to the championship.
